ARDEN HILLS CITY COUNCIL—APRIL 8, 2024 13 <br /> C. Final Planning Case 24-006 — Chapter 13, Section 1380 — TCAAP <br /> Redevelopment Code (TRC)—Development Flow Chart <br /> • Ordinance 2024-002 Amending Chapter 13, Section 1380 Concerning the <br /> Development Flow Chart of the TRC <br /> Community Development Director Jagoe stated between August 2016 and December 2016, the <br /> City Council and other participants of the TCAAP Development Team met to discuss several <br /> Comprehensive Plan and TCAAP Redevelopment Code amendments that would be necessary for <br /> the implementation of the plan. On December 12, 2016, the City Council approved Ord. 2016-012 <br /> which adopted the entirety of the TRC as the new Section 1380 in the city code. Within that <br /> ordinance, one of those amendments included striking the previously identified Section 3.4, <br /> Special Development Plan in its entirety. <br /> Community Development Director Jagoe discussed the Zoning Code Text Amendments in <br /> further detail and offered the following Findings of Fact: <br /> 1. The City of Arden Hills is proposing amendments to the illustration of Chapter 13 — <br /> Zoning Code, Section 1380 — TCAAP Redevelopment Code, Attachment 3 — <br /> Development Flow Chart of the City Code. <br /> 2. The proposed ordinance will correct the exhibit to be consistent with the ordinance <br /> language in Section 3.3 which outlines the Joint Development Review Process. <br /> 3. The proposed amendment is not modifying procedures as currently outlined in the TRC of <br /> the Arden Hills City Code. <br /> 4. Amendments to the Zoning Code regulations require a public hearing prior to action by <br /> the City Council. <br /> 5. If the zoning amendments were approved, an Applicant would be required to submit a <br /> land use application that would be subject to the formal review process. <br /> 6. The Planning Commission conducted a public hearing on March 6, 2024. <br /> Community Development Director Jagoe reported the Planning Commission reviewed this <br /> application at their March 6, 2024 meeting. At the time, they recommended approval as presented <br /> of Planning Case 24-006 for TRC Code Amendment to Chapter 13 by a 6-0 vote. <br /> MOTION: Councilmember Holden moved and Councilmember Monson seconded a <br /> motion to adopt Ordinance 2024-002 for Planning Case 24-006 for Zoning <br /> Code Amendments to Chapter 13, Section 1380 — TCAAP Redevelopment <br /> Code to amend Attachment 3 — Development Flow Chart of Zoning Code <br /> Chapter 13, Section 1380 — TCAAP Redevelopment Code (TRC) and <br /> authorize staff to publish a Summary Ordinance of 2024-002 for Planning <br /> Case 24-006. The motion carried (5-0). <br /> D. Resolution 2024-021 Adopting Special Assessment Roll —2024 PMP Street <br /> And Utility Improvements Project <br /> Public Works Director/City Engineer Swearingen stated this item was presented to the Council <br /> under Item 1 OC. Staff requested the Council approve the assessment roll for the 2024 PMP Street <br /> and Utility Improvement Project. He indicated the Council would have to take separate action for <br /> the property at 1370 Colleen Avenue due to the objection made by the property owner. <br />
