(h) Traffic Impact study: <br /> The City has determined that the traffic <br /> capacity of the interchange at I-35W and state <br /> Highway 96 will impose limitations on traffic <br /> generated within the GB District. In order to <br /> maintain the functional capacity of the area <br /> road system, both internal and external traffic <br /> and parking plans and traffic generation studies <br /> prepared by registered traffic engineers will be <br /> required for all projects within the GB <br /> District. <br /> During the project and site plan review process, <br /> the city will review a project plan or site plan <br /> and determine the allowable development <br /> intensity based on the following guidelines: <br /> 1. Improvements to the I-35W ramp <br /> intersections with Highway 96 and the <br /> realignment and intersection improvements <br /> of Round Lake Road West as it intersects <br /> with Highway 96 will allow development in <br /> the GB District that will produce a maximum <br /> total of one thousand five hundred (1,500) <br /> outbound peak p.m. traffic-hour trips. <br /> . 2. A roadway along the southerly border of the <br /> GB District that would connect Round Lake <br /> Road West with old Highway 10 would allow <br /> additional development that would produce <br /> up to fifty (50) additional outbound peak <br /> p.m. traffic-hour trips. <br /> 3. A bridge across I-35W at approximately 14th <br /> street that would connect Round Lake Road <br /> West with C.S.A.H. 77 in New Brighton would <br /> allow additional development that would <br /> produce up to two hundred fifty (250) <br /> additional peak p.m. traffic-hour trips. <br /> 4. Development producing additional peak p.m. <br /> traffic-hour trips would be allowed if <br /> travel-demand management strategies are <br /> implemented by developers and businesses in <br /> the GB District. <br /> 5. Developers in the GB District and the city <br /> may be required to include transportation <br /> infrastructure improvements in connection <br /> with proposed development. Tax-increment <br /> . financing will be utilized as available in <br /> providing such financial assistance. <br /> ------- <br />
