This project consists of bituminous overlay and seal coat <br />improvements on a number of streets within the City. These streets, as discussed at the <br />December 21, 1992, Council worksession, were chosen based on updated pavement ratings <br />of all City streets and Public Works staff recommendations. Additional streets have been <br />added to the overlay portion of the project, as discussed at the February 16, 1993, City <br />Council worksession. Items discussed in the study include the proposed improvements, <br />estimated project costs, methods of financing the improvements, and a proposed project <br />schedule. <br />In accordance with the City's Assessment Manual, 50% of the bituminous overlay <br />improvements project cost is proposed to be assessed to the abutting property owners. No <br />assessments are proposed for properties abutting seal coat improvements, as outlined in the <br />Assessment Manual. <br />The estimated project cost for the 1993 Pavement Maintenance Improvements is $269,800. <br />The estimated assessable cost is $122,850, leaving an estimated City cost of $146,950. The <br />City budgeted amount for this project is $150,000. Any remaining budget could be used to <br />fund improvements on Keithson Drive or other maintenance work as needed. Additional seal <br />coating improvements could also be added without affecting public hearing requirements, since <br />no assessments are levied. The surplus budget has been built in to this feasibility study to <br />provide flexibility on additional maintenance improvements which may be necessary after the <br />spring freeze/thaw cycle occurs. <br />1959 SLOAN PLACE.
