DISTlUCT <br /> Planner Bergly referred to his report dated March 3, 1993, and explained <br /> that in February, 1984, the City Council ar:proved a SUP for the site <br /> Master Plan for MVHS. '!he approval stipulated that for contemplated <br /> inprovements that were consistent with the Master Plan, only a Site Plan <br /> review process would be required rather than ~ the SUP. city <br /> staff has determined that because the elements in the =ent <br /> application deal only with site plan issues and no builclinJ additions or <br /> changes are proposed, the request be process'i!d as a site Plan review. <br /> '!he =ent request involves 3 elements: 1. Tennis Court: '!he existin] . <br /> 4 courts located west of the school will be removed and replaced with 8 <br /> new courts. A small parking lot will be added between the school and <br /> the new courts. 2. The student Drop Off lane: CUrrently allows 13 <br /> stalls between the buildin] and County Road F. This will be <br /> reconfigured with a one-way traffic pattern that will allow parents to <br /> drop students off in a safe manner. A sidewalk and steps will be added <br /> f= access to the main school entrance. 3. The Parking and Service <br /> Area On the SW corner of the buildin] will be expanded slightly to allow <br /> trucks to turn around in a sort of cul-de-sac arrangement and provide an <br /> inproved drive to this rear area. <br /> Planner Bergly reviewed the considerations listed in his report. A <br /> variance will be required f= either the front yard setback = f= the <br /> height of the fence in the front yard. Rationale f= either type <br /> of variance is as follows: <br /> 1. '!he regulations are established to protect the character of a <br /> residential district. <br /> 2. The use a=oss the street is industrial in nature (MnOOI' radio tower <br /> and Ryder School Bus garages) although in a Residential District <br /> the inpact of the higher fence on property a=oss the street would be <br /> insignificant. <br /> 3. There are no residents within 800 feet alol'XJ County Road F. <br /> 4. The school site is fully utilized and alternative location of an <br /> expanded tennis facility is not possible. . <br /> 5. The 35 feet of additional R/W at the NW corner =eates an artificial <br /> condition that does not affect the physical relationship between the <br /> roadway and the fence. <br />
