In October of 1992 the city <br /> authorized A.E.C Engineering to do a complete survey ani inspection of this <br /> tower . <br /> 'Ihe tower was =iginally erected in 1968 ani has had only min= interior <br /> painting done since that time. The exterior was last painted in 1981. 'Ihe <br /> A.E.C. report indicates that it is definitely time to make major changes ani <br /> updates to this tower. I have diSC"lSsoo this with other eI'Y,}ineers ani public <br /> works superintendents who indicated that these kinds of repairs may be <br />. expected after a 25-year service life. In the future we will do a certiIied <br /> inspection of both towers every three to five years. <br /> 'Ihe A.E.C. report describes interior ani exteri= concerns including that of <br /> lead based paint. The interior wet coating above the high water nark ani <br /> exterior dry coating need to be painted within the next one to two years. <br /> Both of these areas currently have a lead based paint that should be removed <br /> as soon as is possible. The interi= wet coating below the high water nark <br /> ani also the interior dry coating need spot repair ani limited area <br /> replacement within one to two years. The interior area below the high water <br /> nark is not a lead based paint. Also, the interi= dry coating does not <br /> appear to be a lead based paint. The entire exterior surface is a lead based <br /> paint, ani should be replaced a=ding to Federal ani state regulations. <br /> The report also indicates that there are structural repairs that also need to <br /> be completed. We have some severe failure of some coated areas within the <br /> interior bowl of the tower. Soo\e of the structure support steel may also have <br /> to be replaced. During the inspection, a =nstruction deficiency was found, <br /> where the roof rafters are not connected to the tank shell. 'Ihis definitely <br /> needs to be =ected with the installation of gusset plates to connect the <br /> two. 'Ihe inspection report also lists some interior options that should be <br /> completed ani may help to extend the life of the tower SUPJXlrt structure ani <br /> also the coated, or painted areas. <br /> 'Ihe exterior of the tower has a lead based paint ani needs to be removed using <br /> a screen that would prevent paint from contaminating the surrounding areas. <br />- It was also recommended to add two hinged roof manways to comply with a.S.H.A. <br /> confined space entry requirements. The aircraft warning light ani bracket <br /> also need to be updated. A neN tank vent is also recomrnencled. <br />
