Mr. Lemke will evaluate the landscaping issue with Planner <br />Bergly. <br /> <br />Scott Petersen moved and McGraw seconded to approve case <br />#93-07 with the recommendations outlined by Planner Bergly <br />with the addition of recommending a safety gate to be <br />installed in the fence for emergency exiting, and that the <br />landscaping plan be reviewed by city staff during the 1993 <br />season and in 1994 a more specific and formal landscape plan <br />be submitted to the Planning commission for approval. <br /> <br />Motion passed unanimously. (5-0) <br /> <br />PILGRIM HOUSE DISCUSSION <br /> <br />Allen Carstens and Carolyn Tucker were present to discuss <br />the issue of expansion. Before getting involved with <br />architects, they wanted to discuss the general proposal with <br />the Planning Commission to examine concerns that the City <br />may have. In 1973 a Permanent Special Use Permit was <br />granted and expansion of the building or changes in the site <br />Plan require an amendment to the SUP. <br /> <br />Allen Carstens presented overheads showing the existing <br />situation and possible plans for the future. The Pilgrim <br />House has been in existence for 25 years and at this time <br />. has grown to approximately a 50-family membership. The <br />parking lot is a major problem and renovation and expansion <br />of the building is needed. They want to stay at this <br />location but need to know if they even have the opportunity <br />to expand or should they start looking for a new location. <br /> <br />Wienicki explained to Carstens what they could expect from <br />the Planning Commission. If they would come before the <br />Commission with an application, it would require a Public <br />Hearing and at that time they would be sure to find out what <br />the neighbors were thinking. The impact on the neighbors is <br />significant. Therefore, getting the neighbor's feedback <br />would be the first step for them to take at this time. <br /> <br />Marty Rye stated it might be hard to prove hardship when <br />there is the possibility of the church going to 1, 2 or 3 <br />services, which would solve some of the problem of growth, <br />but Mr. Carstens stated they would rather move. <br /> <br />COUNCIL REPORT <br /> <br />Councilmember Hicks reported on items of interest to the <br />Commission. <br /> <br /> <br /> <br />. <br />
