<br /> May 6, 1993 <br /> . <br /> Honorable City Council of Arden Hills, MN <br /> 1450 West Highway 96 <br /> Arden Hills, MN 55112 <br /> Honorable City Council: <br /> Let this letter serve as a written objection to the assessment <br /> against my property at 1273 Nursery Hill Lane or Lot 25 Karth <br /> Lake Addition. I attended the Public Hearing on April 12, 1993 <br /> and was one of those that spoke on the bituminous overlay and <br /> seal coat improvements. One of the specific questions I asked <br /> was if the $2.98 per front foot was a firm price. I was told <br /> that it was and that the City of Arden Hills would pay the rest <br /> of the total contract out of other funds. I have front footage <br /> of 54.84 feet which would give me an assessment, based on your <br /> firm price of $2.98, of $163.42 rather than my notified price <br /> of $299.55. If this was another improvement such as curb and <br /> gutter, sewer or water I would think that the only benefit I derive <br /> from the improvement would be whatever benefits me in the front <br /> of my house at the property line. As an example if my curb and <br /> . gutter was all broken up and needed to be replaced, only 54.84 feet <br /> would need to be installed. If this was an area assessment for <br /> storm sewer then I could understand the need for a calculation <br /> based on square footage of lot size. Life is full of surprises <br /> but hard to accept when told one thing and surprised with another. <br /> My other concern is the installation of a II inch bituminous over- <br /> lay when the existing blacktop is already even and in some cases <br /> slightly higher than the existing curb and gutter. Let me again <br /> express my fear that if the contractor only feathers the overlay <br /> to match the curb and gutter, than it will not stay in place. <br /> Thank you for your time. <br /> Yours truly, <br /> 4L~~~ <br /> Ralph H.
