'!he city of Arden Hills was notified in March <br /> of this unanticipated and unOOdgeted in=ease (4.99% lulgeted) . <br /> '!he Council cH<:MlS'sed this issue at the March and April worksessions. <br /> '!he Finance O:mni.ttee reviewed the situation and recxlllIIleOOed that the <br /> City forward the increase to users per the City of Rcseville increases. <br /> . other issues that surfaced included the base rate, volume charges only, <br /> stan:iby rate, and conservation pl.........tion. <br /> '!he Council ni<:M'--ed ni..hlI'SinJ costs, including their immediate and <br /> full pass t:hrcu:Jh, a two tier rate structure, rerroving of the quarterly <br /> minimum and replacirg this with a volume based rate structure. <br /> Many calls fran citizens have been received. Many were a general <br /> oatplaint of another utility increase so close to the past two years' <br /> increase. Several were based on sinJle in:ii.viduals who requested volume <br /> only based billinJ. It is expected that the 2nd quarter billing (Apr-- <br /> June and mailed by July 20) will reflect the in=ease of a two tiered <br /> billing reflectin;J the 24% increase of May-oct and 14% fram Nov-April. <br /> '!he system is able to ac:x::amnodate the volume based only system and <br /> recoup the same costs received fran the base and standby rates, if the <br /> Council so desires. <br /> DAP:rk <br /> . <br />
