The only remaining issue then <br /> relates to the city's gambling regulations. <br /> Cities can be more restrictive than the State of Minnesota in <br /> regulating gambling operations (MS~349.213), and, in fact, the City <br /> of Arden Hills has chosen to be more restrictive by limiting the <br /> location at which gambling activity can occur and the total number <br /> of gambling licenses which may be outstanding. Therefore, there <br /> are two reasons why the application cannot be processed without <br /> amendment to the city's current regulations: <br /> (i) All class A gambling activities must be conducted on the <br /> same premises (Arden Hills Code ~4-37). Class A licenses <br /> permi t all forms of lawful gambling (i. e. Bingo, raffles, <br /> paddle wheels, tip boards and pull tabs). The <br /> application indicates that C G Rein would be conducting <br /> Class A gambling activities on some location other than <br /> the present Pot-O-Gold site. This is not allowed under <br /> current city regulations. <br /> (11) No more than 9 gambling licenses of all classes may be <br /> outstanding at anyone time. (Arden Hills Code ~4-38). <br /> If there are currently 9 licenses outstanding, no <br /> additional permits could be issued for those <br /> organizations which intend to use the C G Rein site. <br /> . <br />
