Thomas Sather, Mayor <br /> Beverly Aplikowski <br /> Dale Hicks <br /> Paul Malone <br /> Dennis Probst, Councilmembers <br /> PROPOSED SECOND BINGO HALL IN ARDEN HILLS <br /> We take this ODDortunity to register a strong objection to the granting of <br /> a second bingo license in the city limits of Arden Hills. The benefits to <br /> the city are minimal at best and the four sponsoring organizations of the <br /> existing facility are not even local--nor are the majority of the bingo <br /> .' players who use the location to gamble. <br /> Of much more concern though is the major ramification, namely the loss of <br /> an opportunity for a grocery store within the city. Presently there is no <br /> grocery outlet, save t hose which dispense milk and bread along with gaso- <br /> line in Arden Hills. This situation has existed since the Hauser IOA store <br /> in Arden Plaza closed, The residents of this city urgently need a grocery <br /> store to provide for their baSic needs and to protect property values. <br /> Bingo parlors do not serve residential needs nor are they in harmony with <br /> the vision and goals this community and its citizens consider worthwhile. <br /> It is pUrported that the principal reason that another grocery purveyor <br /> . has not established itself in the Arden Plaza location is because, to be <br /> successful, the space needs to be between 30,000 and 50,000 square feet. <br /> The present grocery space is approximately 24,000 square feet. The ability <br /> to expand is possible to the east, toward Lexington Avenue. However, the <br /> voiced objection to this is that a city ordinance required a given number <br /> of parking spaces for a given area of floor space, putting a limit on the <br /> size of the structure. However, since this is a city ordinance, the city <br /> council, in the interest of civic enhancement, can easily grant a variance <br /> tc accommodate and encourage this expansion. <br /> Parking space for retail establishments provides short-term, frequent <br /> change space for customers. Be reminded that USe of the Arden Plaza space <br /> for bingo playing will intensify the USe of parking space for concentrated <br /> periods (several hours) at a time, often when the retail establishments in <br /> the center will also be open for business. This could provide additional <br /> problems for these fine businesses and their customers. <br /> Therefore it is requested that the Arden Hills City Council <br /> 1. Reject the request for the issuance of a second bingo permit. <br /> 2. Take the action necessary to grant a one-time variance in the <br /> parking space to floor space ratio to facilitate expansion of the <br /> Arden Plaza Shopoing Center to acconunodate a grocery outlet. <br /> 3. Work with the owners of the Shopping Center to secure a grocery <br /> . facility in the central commercial area of Arden Hills. <br /> a,If'~ ~~~~ <br /> ARNOLD L.
