In theory, the Comprehensive Plan is treated as a <br /> ~ policy statement which can and should be periodically amended by <br /> the City Council. The policies of the Comprehensive Plan are <br /> reflected in the official controls adopted by the City Council in <br /> order to implement the Comprehensive Plan. The lIlOst common <br /> official controls are the City's zoning and subdivision <br /> regulations. <br /> The C~ty's Transportation Plan is part of its Comprehensive <br /> Plan and is another example of an official control adopted by the <br /> City. The Transportation Plan illustrates existing and proposed <br /> road systems that the City has determined will be necessary in <br /> order to guide development in the future. If a proposed street is <br /> shown on the Transportation Plan, a private property owner cannot <br /> build on the proposed roadway without first giving the City a <br /> chance to purchase the right-of-way and thereby preserve the <br /> integrity of its Transportation Plan. Obviously. it is more cost <br /> effective to acquire roadways before buildings have been <br /> constructed in their path than to remove the buildings or to re- <br /> route traffic systems around buildings. <br /> The change to the Transportation Plan which is being discussed <br /> would simply illustrate that, at some point in the future, the City <br /> has determined it would be beneficial to extend Shoreline Lane.
