<br /> . <br /> ,- <br /> . -i/,I~-.I- CONSULTING ENGINEERS <br /> Maier Stewart & Associates Inc. <br /> July 15, 1993 <br /> File: 520-043-70 <br /> Ms. Dorothy Person <br /> City Administrator <br /> City of Arden Hills <br /> 1450 West Highway 96 <br /> Arden Hills, MN 55112 <br /> RE: RAMSEY COUNTY FUNCTIONAL CONSOLIDATION <br /> Dear Ms. Person: <br /> We have reviewed the letter of June 24, 1993, from Paul Kirkwold, Ramsey County Engineer, <br /> to Mayor Sather. Basically, this letter indicates that the County Board has authorized $800,000 <br /> to do improvements on roadways which are to be turned back to various cities within the County. <br /> These are the funds that would be used to seal coat Old Snelling Avenue should the City <br /> . ultimately decide to accept that roadway back from the County. What this letter is asking the <br /> City to do is to pass a resolution indicating they are willing to take back all of the roadways <br /> listed in the Functional Consolidation Study. Ramsey County would then use this $800,000 to <br /> bring each of these roadways up to a condition level 90, according to their Pavement <br /> Management Program. This would typically involve seal coating or cold in-place recycling of <br /> the roadways. <br /> I have discussed briefly the contents of this letter with TIm Mayasich at Ramsey County. He <br /> indicated that if the City is willing to pass such a resolution, it could have a contingency in it <br /> stating that the City will not accept the roadways back until such time that the Municipal State <br /> Aid system provides additional mileage and funding for the City to put these roadways on their <br /> MSA system. Even if the resolution contains such a contingency, it would still be the County's <br /> intent to go out and utilize their available funding to bring these roadways up to level 90 and <br /> maintain them under their jurisdiction until such time that the contingency can be met. <br /> The one item that is not discussed in the County's letter is the fuct that if the cities are unwilling <br /> to pass such a resolution, these roadways remain in the County's jurisdiction. That would mean <br /> that they should be evaluated with all other roadways through the Pavement Management process <br /> and would likely see seal coating and recycling as needed. At this point in time, I see no <br /> advantage to the City of Arden Hills passing a resolution indicating that they are willing to take <br /> these roadways back with or without the contingency regarding the Municipal State Aid mileage <br /> and funding.
