<br /> . <br /> / <br /> CITY OF ARDEN HILLS <br /> . 1450 WEST HIGHWAY 96 <br /> ARDEN HILLS, MN 55112-5794 <br /> July 15, 1993 <br /> Ms. Heidi Fessler <br /> Franke and Riach <br /> 200 Rosedale Tower <br /> 1700 West Highway 36 <br /> Roseville, Minnesota 55113 <br /> Re: Drainage Problems at 1143 Ingerson Road <br /> Dear Ms. Fessler: <br /> On conclusion of our conversation on July 13, 1993. <br /> I reinvestigated the drainage problem at the home of Ms. Mable <br /> Gluesing, 1143 Ingerson Road. <br /> With the weather having recently rained that day, I walked the <br /> drainage route from Carlton Drive to Ms. Gluesings property. <br /> Walking from that direction and the drainage being evident the <br /> . entire distance, no abnormal pattern was found, My viewing of <br /> the terrain and landscaping of 1148 Carlton Drive found no <br /> daming intentionally or unintenionally created on this property. <br /> The terrain was evenly pitched from Carlton Drive to the 1143 <br /> Ingerson property line, <br /> This investigation included the interviewing of neighbors where <br /> the drainage course occurs: <br /> Ms. Susan Meneghel, 1155 Ingerson Road <br /> Mrs. Donald Severson, 1158 Carlton Drive <br /> Mrs. Pushpa Kathir, 1148 Carlton Drive <br /> All parties indicated that no fill was placed in the drainage <br /> route. <br /> Meneghel and Severson stated that 1143 Ingerson has had a on- <br /> going drainage problem with ponding occuring in the questioned <br /> area for 30 to 40 years. Prior conversations with Ms. Gluesing <br /> have also indicated this to be true. <br /> It is my conclusion that 1143 Ingerson Road retains drainage due <br /> to insufficient filling and grading of the property created at <br /> the time of building the house and the possibility of further <br /> sinking of the terrain caused by the roots of the large Weeping <br /> Willow tree located in the ponding area. <br /> . It is my feeling that Ms. G1uesing could correct this problem by <br /> filling, grading and reseeding the affected area to match the <br /> slope of her neighbors. Conversations with Mr. Kathir indicated <br /> this would be agreeable to him verses the forced drainage caused <br /> by the digging of the ditches. <br /> PHONE: 1612J 633-5676 .
