'!he purpose of this <br /> memorandum is to express my thoughts with you and ni"""'lS5 the <br /> advisability of responding to Ms. Piper. <br /> * As I interpret the article and attached letter, the basic issue <br /> . raised is that it is inequitable that R-3 townhome owners should <br /> pay a higher surface water management fee than R-1 single family <br /> home owners. 'Th.e ~lication is that runoff from R-3 zoned <br /> property has a utility factor of 1. 54 instead of the 2.72 utility <br /> factor in the Arden Hills SWM ordinance. <br /> Rl = 3.98/~ acre * 3 + $11.94/Acre <br /> R3 = 3.98/unit * 4.62 units/acre density = $18.39/Acre <br /> 18.39/11.94 = 1.54 vs. 32.48/11.94 = 2.72 <br /> * 'Th.e utility factor of 2.72 is same factor used by Shoreview and <br /> Roseville for R-3 property in their storm water utility fee <br /> calculations . 'Ihe rate per acre for R-3 property $34.20 in <br /> Shoreview, $33.15 in Roseville, and $32.48 in Arden Hills. <br /> * If a =nmunity establishes a flat quarterly fee for townhome <br /> units, they have also assumed that development acreage and density <br /> are not relevant factors in attributing runoff volume by townhouse <br /> unit. <br /> * 'Ihe "rate/acre" concept is not confined to just Roseville and <br /> North st.Paul. Shoreview uses this concept as well as proposed <br /> SWM utilities in Moundview and New Brighton. <br /> * At least one development has a lower density that TVAH - <br /> Rosewood Estates in Roseville has 90 units on 20 acres or a <br /> . density 4.5 units/acre. 'Ihe SWM charge in this development would <br /> be approximately $7.36/unit (20 acres * $33.15/acre = 663.00/90 = <br /> $7.36/unit) . <br />
