The budget as submitted for 1994 includes a <br />rate increase of 6 cents in the first step residential rates both in summer <br />and in winter. There is no structural rate change. The budget and rate <br />. increase will now be reviewed by the Board of Water Commissioners. You can <br />use this number as a preliminary number on how your contract will be affected. <br />A final Board recommendation to Council will be in October. <br /> <br /> <br />The second issue I'm writing about is strategic planning. The Water <br />Utility will be preparing a strategic plan. The initial phase will be a <br />one-day session on September 23rd. The time and place will be determined at a <br />later date. I believe it would be valuable for you to have a representative' <br />at this session.
