'!he proposed assessment roll is on file <br /> for public inspection at City Hall. Written or oral objections will be <br /> considered at the meeting. No appeal may be taken as to the amount of <br /> an assessment unless a signed, written objection is filed with the City <br /> Admini.strator prior to the hearing or presented to the presiding officer <br /> at the hearing. <br /> Minnesota law authorizes a statutory city, in making a special <br /> assessment, to exercise its discretion to defer the payment of that <br /> assessment for any homestead property owned by a person 65 years of age <br /> = older or retired by virtue of a pennanent and total disability for <br /> whom it would be a hardship to make the payments. <br /> A statutory city electing to defer special as,=~srnents shall adopt an <br /> ordinance = resolution establishing standards and guidelines for <br /> detennining the existence of a hardship and for det~ the <br /> existence of a disability, but may determine hardship on the basis of <br /> exceptional and unusual circumstances not covered by the staOOards and <br /> guidelines where the determination is made in a non-discriminatory <br /> manner and does not give the applicant an unreasonable preference or <br /> advantage over other applicants. <br /> . '!he homeowner shall apply for deferment of special assessments on forms <br /> prescribed by the Ramsey County Auditor. Where the deferment is <br /> granted, the Auditor shall record a notice with the Ramsey County <br /> Recorder setting forth the assessment amount.
