St. Paul and MnDOf to develop Memorandums of Understanding on roadway turnback and <br /> maintenance issues. Coincidentally, Ramsey County and individual cities have been involved in <br /> a study of consolidating services. The County forwarded to you, prior to the August 2nd <br /> meeting, a draft of its Memorandum of Understanding with MnDOf. This document proposes <br /> that Ramsey County "pick up" responsibility for several miles of State Trunk Highway and 43.25 <br /> miles of city streets (of which 36.67 miles are from St. Paul and 2.82 miles are from Arden <br /> Hills), all of which would become CSAH (State Aid funded roadways). <br /> In return, Ramsey County expects to "pass down" to individual cities 80.63 miles of County <br /> roadways, 5.44 miles of which go to St. Paul and 3.50 of which go to the City of Arden Hills). <br /> It is not clear whether the County will increase or decrease its total roadway mileage by this but, <br /> through this process, all County roadways will become CSAH rather than CR (County levy <br /> funded) roadways. <br /> The County proposes to sponsor a legislative change that will increase the Municipal State Aid <br /> mileage from its present level of20% to an increased level of25%. All 80.63 miles of County <br /> road transfers to the individual municipalities would, according to their predictions, become <br /> eligible to be included on the Municipal State Aid system, and would potentially increase a city's <br /> annual appropriation to its Municipal State Aid system (MSAS) account. In the calculation of <br /> annual MSAS dollars payable to a city, two components are included: a city's population (does <br /> not change) and number of miles included in a city's MSAS eligible mileage. The County's <br /> proposal would have a net increase on Arden Hills mileage of +2.32 miles. Based on current <br /> .
