Person, city Administrator <br /> Community Planning coordinator~ <br /> FROM: Brian Fritsinger, <br /> SUBJECT: Additional Fees <br /> Land Development Fees <br /> On several occasions, I have expressed my concerns <br /> about our fees for development and planning <br /> applications. The City currently charges a flat fee <br /> plus consulting costs. <br /> My concern has been that including consulting fees is <br /> . somewhat of an unknown for our residents. In working <br /> with larger developers, this is a standard used by <br /> several cities, but not typically with City residents. <br /> We have some history of non-payment of these after the <br /> fact fees. <br /> The city has attempted to reduce costs associated with <br /> the consultant planner. As such, the fees that were <br /> associated with the consultant should be greatly <br /> diminished. I would propose that we eliminate this <br /> portion of our fee schedule. <br /> In eliminating this portion of our fees, it provides us <br /> with an opportunity to consider other methods of <br /> collection. The primary question is whether the <br /> current fee allows us to recoup all of our costs. To <br /> answer this question I took a look at the various costs <br /> that may be associated with a typical variance request. <br /> Not including postage, copying, or supplies, I <br /> calculated our staff costs to average approximately <br /> $400. <br /> . <br /> ---------- <br />
