--------
:
. CITY OF ARDEN HILLS
MEMORANDUM
DATE: October 13, 1993
TO: Dorothy A. Person, city Administrator
Community Planning coordinator~
FROM: Brian Fritsinger,
SUBJECT: Additional Fees
Land Development Fees
On several occasions, I have expressed my concerns
about our fees for development and planning
applications. The City currently charges a flat fee
plus consulting costs.
My concern has been that including consulting fees is
. somewhat of an unknown for our residents. In working
with larger developers, this is a standard used by
several cities, but not typically with City residents.
We have some history of non-payment of these after the
fact fees.
The city has attempted to reduce costs associated with
the consultant planner. As such, the fees that were
associated with the consultant should be greatly
diminished. I would propose that we eliminate this
portion of our fee schedule.
In eliminating this portion of our fees, it provides us
with an opportunity to consider other methods of
collection. The primary question is whether the
current fee allows us to recoup all of our costs. To
answer this question I took a look at the various costs
that may be associated with a typical variance request.
Not including postage, copying, or supplies, I
calculated our staff costs to average approximately
$400.
.
----------
