From: Walt Witzke <br /> Subject.: Tri City Residential Christmas Tree Recycling Project <br /> The New Brighton Environmental Quality Commission (EQC) in conjunction with the city forester <br /> (Rick Wriskey) has developed a Christmas tree recycling program that includes the refuse haulers <br /> for New Brighton, Moundsview and Arden Hills. <br /> Suggested Conditions: <br /> I. The hauler would!lQ1 charge their customers for pick-up of Christmas trees during the <br /> second week of January 1994 (January 9th -15th). Outside of this time frame their regular <br /> pricing policies apply. <br /> 2. The trees which are now picked up with a special trip and hauled to Anoka would be <br /> diverted to the New Brighton Driving Range off Old Hwy 8. <br /> Some haulers have a low customer base in the three cities. Another trip to pick-up lhe <br /> Christmas trees separately would I!Ql be economically feasible. Those haulers would <br /> continue to recycle or process their trees as usual. We still have requested lhe haulers!l.Ql <br /> to charge their customers for recycling Christmas trees during the second week of January <br /> 1994, even if they don't use the New Brighton site. <br /> 3. The city forester has requested the hauler to create wind row when dumping the trees. <br /> 4. The cities of Moundsview and Arden Hills will each make a donation to New Brighton <br /> of $500 to help defer the processing costs to shred and chip the Christmas trees. The <br />. haulers are being asked to make voluntary donations based on their saving realized from <br /> using the New Brighton Driving Range site. All donations are to be written to the City of <br /> New Brighton and send to the attention of Rick Wriskey, City Forester, Park and <br /> Recreation Dept, 1975 Silver Lake Road, New Brighton M..N 55112. <br /> 5. Each hauler using the recycling site has been asked to provide an estimate of the number <br /> of trees collected from each city. These numbers would be used in the future for a more <br /> equitable allocation of costs between cities. <br /> 6. The haulers have been asked to advertise the recycling plan through CUstomer bill <br /> inserts, if applicable, or any olher melhods the hauler feel would be effective. <br /> What Will New BrigMon Do? <br /> 1. If a hauler decides not to be included in the project, they will be listed as not <br /> participating in the newspaper articles and inserts. Residents of those haulers will be <br /> invited to bring lheir trees to the driving range during the second week of January ~. <br /> 2. The city forester will contract a Sepi mower and tub grinder for up to three days at $175 <br /> per hour. This rate includes the operator. We estimate 4000 - 6000 trees can be shredded <br /> and mulched during that time. Some volunteers will be needed. If Arden Hills could <br /> supply people, please call Rick at 633-8907. <br /> 3. Advertising for the Christmas tree recycling project will include a minimum of two <br /> newspaper anicles, an article in the November New Brighton newsletter and maybe an <br /> insert in two-thirds of the New Brighton resident water bills. We also encourage Arden <br /> Hills and Moundsview to do the same. <br />. -~---_._-- ~-~ <br /> We would also like to video tape the operation from collection to shredding to final use of <br /> pin~ chips. The tape would be available for schools and other cities wishing to try the <br /> project. <br /> 4. After the final cost are determined, New Brighton will decide if we continue the <br /> program and share our results with other cities or shutdown the project. <br />
