Runbeck <br /> 107 State Office Building <br /> Saint Paul, Minnesota 55155 <br /> Dear Linda: <br /> During the 1993 legislative session, Representative Irv Anderson and Senator Ember <br /> Reichgott sponsored legislation creating the State Board of Government Innovation and <br /> Cooperation. The Board was given $1.2 million and broad authority to enable it to serve <br /> as a catalyst for improving the effectiveness and efficiency of local government services. As <br /> a member and current chair of the Board, I want to update you on the Board's progress and <br /> ask your assistance to encourage local officials within your district to take advantage of the <br /> three grant programs of the Board and the authority of the Board to waive administrative <br /> . rules and procedural laws that may be barriers to innovation and more effective services at <br /> the local government level. <br /> The Board is now accepting applications from local governments for all of its <br /> statutorily-authorized programs. Through its programs, the Board will be able to offer local <br /> governments meaningful incentives and authority to experiment with more innovative ways <br /> of providing essential public services. These programs offer incentives to local officials who <br /> are willing to develop new strategies which foster more effective and efficient public services. <br /> The specific programs of the Board include three grant programs and the authority <br /> to waive administrative rules and temporarily exempt applicants from the enforcement of <br /> procedural laws. The Board is now accepting applications for all programs. Initial <br /> applications for the three competitive grant programs must be submitted by Friday, <br /> November 5, 1993. <br /> The Sen'ice Budget Management Model Grant Program is designed to assist local <br /> governments develop alternative models for the delivery of specific public services. <br /> Recipients of the grants will be asked to involve the clients of specific services in the design <br /> of an alternative service delivery concept that will improve both the effectiveness and <br /> efficiency of the service. Once several successful models are developed, the Board will <br /> encourage other local governments to replicate the models within their communities. <br /> - The Cooperation Planning Grant Program is designed to promote planning efforts <br /> - for shared services by two or more local units of government.
