I have <br /> enclosed a copy of information I have obtained from other <br /> communities. I did not include Roseville which bases its fee for <br /> townhouses by the acre. The use of a charge per acre penalizes low <br /> density developments that do not contribute as much runoff as a <br /> high density development. <br /> I am aware that requests for fee changes are to be made prior to <br /> the end of October. I consider the letter sent on July 17, 1993, to <br /> be that request.
