Arden Hills Council 7 November 29, 1993 <br /> an additional agreement that the Army Reserve would comply <br /> with all City ordinance and develop a "level of <br /> understanding" . <br /> Discussion followed regarding different approaches to <br /> recovering city services' costs associated with the <br /> retrocession, including using utility billings, or <br /> establishing a fund balance for services using a billing. A <br /> question arose whether other governement services are <br /> charged for services. It was noted that the MNDOT building <br /> receives fire & police services, but is not billed for these <br /> services, however they can be assessed. The Army Reserve is <br /> a federal agency and cannot be assessed. <br /> Councilmember Malone commented that the city has no ability <br /> to recover their costs if the Army Reserve did not reimburse <br /> the City for these services. There is no tax base for this <br /> property, therefore no tax revenue is generated. <br /> Dan Winkel proposed a scenario where the Fire Department <br /> could be called to the Army Reserve facility to handle a <br /> hazardous waste situation. This situation may take one to <br /> two days to handle and could amount to a cost of $4,500. <br />. Administrator Person commented that a City is requested by <br /> the Governor's office to respond to retrocession, however, <br /> City approval is not mandatory. <br /> Councilmember Hicks asked whether he is correct in assuming <br /> that the city would not be affected by retrocession as long <br /> as there is no need for Fire & Police protection or other <br /> services such as building inspection. Administrator Person <br /> that this is correct. <br /> Councilmember Aplikowski commented that the City should <br /> support the belief that the Army Reserve in good faith would <br /> pay for these services. <br /> Administrator Person stated that Mr. Wells commented that <br /> the Army Reserve could not guarantee that payment would be <br /> made, but the Army Reserve has a history of making their <br /> payments. <br /> Councilmember Malone voiced a concern that the city has to <br /> look at it's best interest within the corporate limits. <br /> Councilmember Malone further commented that the current <br /> representatives may be willing to accommodate the billing <br /> process and other uses by the citizens, but years from now <br /> there will be new representatives who may not be as accommodating. <br />. <br />
