<br /> . <br /> . 1994 BUDGET INTRODUCTION <br /> OFFICIAL STATEMENT: <br /> The purpose of the Summary is to provide insight about the City's <br /> annual operating budget. The Annual Budget is approved by the City <br /> Council and lS effective for the period from January 1 through <br /> December 31, 1994. <br /> COMMUNITY BACKGROUND: <br /> Arden Hills is a second-ring suburb in the Minneapolis-St.Paul <br /> Metropolitan area. The City was incorporated in 1951 and generally <br /> operates under a Council-City Administrator organizational <br /> structure. According to the 1990 Census, the population was 9,199. <br /> Arden Hills offers a full range of public services. Some of the <br /> offerings are: <br /> - Police Service 24 hours a day <br /> - Maintenance of approximately 28 miles of local streets <br /> - Fire Protection with a class 5 ISO rating <br /> - Weekly residential curbside recycling <br /> - A Park, Trail, and Open Space System of almost 150 Acres <br /> CITIZEN INVOLVEMENT: <br /> . The involvement of citizens is a very important factor in local <br /> decision-making. To facilitate participation, the Council appoints <br /> citizens to six (6) standing Advisory Committees and Commissions. <br /> Additionally, the budgeting process includes a public hearing and <br /> a mailed notice of proposed tax changes that is provided to every <br /> property owner. <br /> LOCAL OFFICIALS: <br /> The elected City Council is responsible for adopting the Annual <br /> Budget. Members of the Council are: <br /> Thomas Sather, Mayor <br /> Dale Hicks, Councilmember <br /> Paul Malone, Council member <br /> Beverly Aplikowski, Councilmember <br /> Dennis Probst, Councilmember <br /> The proposed Annual Budget is prepared by an appointed staff acting <br /> under the direction of the City Administrator. Members of the <br /> staff are: <br /> Dorothy Person, City Administrator <br /> Brian Fritsinger, Community Planning Coordinator <br /> Terrance Post, City Accountant <br /> Cynthia Severtson, Park and Recreation Director <br /> Daniel Winkel, Public Works Superintendent <br /> . <br />
