As one local government official to another, I'd like to invite you to investigate a <br /> very worthwhile program, one that saves taxpayers money and furthers the environmental protection at <br /> the same time. In Saint Paul we will save $750,000 annually by reducing our government energy costs <br /> by at least 20 percent through this program. Where would you re-direct those dollars--more staff; <br /> expanded program services; or reduced taxation? I am writing today to inform you of this new NSP <br /> program that can help your bottom line. <br /> The Local Government Ener~ Conservation Project can positively <br />. impact each and every one of your facilities. lighting savings alone save 20% of the energy bill! NSP is <br /> offering a no interest loan for building energy upgrades. The loan is repaid with monthly energy <br /> savings. The project significantly differs from other NSP programs in these ways: <br /> 1. Indirect costs (energy audits, engineering, and construction management) are paid by <br /> the program. <br /> 2. A cash incentive "bounty" replaces the traditional NSP rebate programs. The Bounty (10 <br /> cents/Kwh saved) is a cash reward paid to the local government The Bounty is typically <br /> used to pay the salary of your program administrator. <br /> In Saint Paul, we are the first government to sign on. Our first building <br /> saved significant energy. The project won a Statewide "Energy Savers" award. We have assembled an <br /> aggressive team of individuals from the City, NSP, and a nonprofit energy services company called the <br /> Environment & Energy Resource Center. The NSP funds have been secured and we expect to <br /> "energize" all 200 of our facilities. <br /> This program is readily available to you. Because I am so happy with the success we have had <br /> with it here in Saint Paul, I invite you to learn more.
