An explanation of the <br /> Minneapolis content of these areas is as follows. <br /> WilHam Burns <br /> Fridley 1- Municipal Revenues. The AMM has several high <br /> Joan Campbell priority policies which deal with this issue and are <br /> interrelated. This includes continuation of the Local <br /> Minneapolis Government Trust Fund with 2 cent sales tax funding and <br /> Jack Denzer reinstatement of the original programs for distribution <br /> Cottage Grove to cities and counties. The AMM program supports <br /> .gan continued HACA and LGA distributions with growth in the <br /> LGTF to be allncated among the various programs at <br /> their original ratio within the LGTF. The AMM also <br /> Marie Grimm supports reinstatement of the growth distribution <br /> St Paul formula for HACA. <br /> Coral Houle 2. Metropolitan Governance. A major finding of an AMM <br /> BIoominglDn study was that there needs to be an invigorated process <br /> Susan Hoyt by which metropolitan problems can be discussed and <br /> Falcon Heighis solutions implemented on a metropolitan level. The <br /> .Ieny Unk& current governance structure and authority is lacking. <br /> Mounds V'18W Policies in this area include metropolitan agency <br /> reorganization, changes in activities and appointment <br /> Joan Lynch process; election of the Metropolitan Council and <br /> Shakopee issues such as water management, housing and economic <br /> Frank Ongaro development in the metropolitan area. <br /> St Paul <br /> 3. Transportation Fundinq. Although the AMM continues to <br /> Jim P,0SS6' support dedicated funding for Highways, the Policy <br /> Richtield emphasis is on a permanent funding source for <br /> Mary Raymond Metropolitan Transit needs.
