Based upon a conservative estimate of the time required for each phase <br /> of the MS 429 process, the project should be complete during August 1994. <br />I CONCLUSION <br /> Based upon the current conditions of Amble Drive, Bussard Court and Dunlap Street and the <br />I service life of the options evaluated under those conditions, reconstruction is the most feasible <br /> method of street rehabilitation for these particular streets. These recommendations have been <br /> discussed and evaluated with the Arden Hills public works department and City staff. The <br />I most feasible option for the rehabilitation of Keithson Drive is cold in-place recycling as that <br /> street shows signs that would be associated with an existing subgrade that is conducive to this <br /> construction method. The reconstruction of the streets addressed above would provide a <br />I roadway that serves the affected neighborhood for 20 to 30 years while the cold in-place <br /> recycling will provide a roadway which will last from 12 to 20 years. The costs associated <br />I with this project include $197,400 to the City of Arden Hills, $184,150 assessed to residents <br /> of Amble Drive, Bussard Court and Dunlap Street at the rate of $29.23 per linear foot of <br /> frontage and $13,250 assessed to residents of Keithson Drive at a rate of $11.04 per front <br />I foot. <br /> The 1994 Street Improvements Project is technically feasible from an engineering standpoint <br />I and would meet all standards and requirements outlined in the City's Capital Improvement <br /> Plan. <br />{' 17 <br />I <br />
