, .
. CITY OF 1\RDEN HILLS
MEHJRl\NOOM
DATE: January 27, 1994
TO: Mayor and City Council
FRCM: Dorothy Person, city Mm:ini.strator
SUBJECT: 1994 Police services Review
As you recall, one of the 1994 goals set by the Council has been to
research and evaluate police and fire services. since that ti1ne, some
groundwork has been infonnally begun on review of police service. I
have briefly discussed the research with others who have been in sinri.lar
situations, such as with Falcon Heights, Roseville, League of Minnesota
Cities, Lino Lakes, and the South lake Minnetonka Group. I have
identified a few others such as Chanhassen and AIxlover who also contract
with their County Sheriff for services.
Also during this time, Arden Hills received publicity through the CORE
legislative report as being at 57% cost below the determined "basic
level of service".
. At question is whether the service =ently provided is meeting the
need, or whether the services need to be revised. This could include
but not be limited to whether to continue with the Ramsey County
Sheriff's contract, contract out certain services, work with another
city, or some other fom of provision of services.
The feedback received thus far includes:
.
- response ti1ne - is it as fast as expected and reasonable?
- Do local businesses receive information from the Dept?
- Is there preventative information given to J:oth
residents and businesses?
- Do business owners know when problems occur in their area?
- Are highest need issues addressed?
- Even if cost is low now, do residents get services they need?
- I don't know my "cop on the beat", Is the service
personalized enough?
- How are the police dealing with the "on .the street" issues?
- Do the police know our town, our citizens and business
issues?
.
