MEMORANDUM To: City of Arden Hills From: Control Data Systems, Inc, Re: Application for permit to place 14' antenna on roof at 4201 Lexington Ave, N, On 13 April 1994, thc Nalional Oceanic and Atmospheric Adminislration (NOAA) launched the first in a series of five (5) next generation weather salelliles. The first in this series. GOES-8 (Geostationary Operational Environmental Satellite-8) will be positioned at 900 west longitude for its first six months, eventually being moved to 750 westlongilUde, Follow-on GOES satellites will be positioned as far west as 1350 west longitude. Because of the signal strength of this series of satelliles and lhe relative location of the Arden Hills facility north of the equator. the necessary antenna size to receive these satellites is 14 feel. Control Data has just signed a contract with the government of Mexico for the delivery and installation of a satellite earthstation and the associated software, The contract specifies the delivery of the capability to receive the GOES-8 satellite signal for the . Mexican Water Resource Commission (CNA). In order to meet Ihis contractual obligation, Control Data needs to have the 14' anlenna. CNA has the responsibility to provide satellite imagery and weather forecasts for the entire country of Mexico. The contract with Mexico will provide continuing employmenl for five people at Control Data, and will provide our organization with capability to bid contracts to other countries without additional GOES antenna installations. Since beginning the permitting process, we have rcvised the location where the antenna will be placed on the roof in an attempt to make it less noticable to our neighbors. The antenna will be placed in lhe middle of the roof, in front of the penthouse on mod 3. The penthouse extends twenty (20) feet above the rest of the roof. The dish will be totally hidden to the north, norlhwest and northeast by the penthouse. To the south, the dish will b.e visible to several apartments in lhe apartment complex across Lexington Avenue. The dish will be slightly visable to traffic on Lexington avenue. throught the tree line, to the extent il extends above a six foot high extension of the penthouse on the east side of the building. To the south. the dish will be visible, however there are no residences to lhe south. To the west, the antenna will be visible above the six foot extension to the . penthouse on the west side.
