Board Review (Average of the points awarded by the Board reviewers) The extent to which the application demonstrates: J) an exceptional amount of creative thinking; 2) a well-thought-out planning process; 3) a commitment to working cooperatively with employees, consultants, and organizations to make the effort a success; and 4) a commitment to assume a significant degree of risk by proceeding with the project. (15 points maximum) '1 The extent to which the proposed project is likely to produce a product that will improve the quality of the service and will have benefits for other local governments contemplating the same type of cooperative effort. - (20 points maximum) 10 The extent to which the application's budget: 1) provides a sufficient level of detail; 2) maximizes the use of state funds; 3) demonstrates a commitment to providing local support for the project through direct financial participation and/or . in-kind contributions; and 4) limits expenditures to activities that are essential to the successful completion of the project.
