The only obstacle seems to be trying to <br /> convince those other businesses. The motion should be based <br /> on the Council's request and the option presented in the <br /> study relative to the traffic plans. <br /> Erickson motioned seconded by McGraw to recommend to <br /> concur with the option in the study and the connecting <br /> road. All voted in favor. (6-0) <br /> Chair Winiecki asked if the commission would like to send a <br /> representative to Council and Mr. McGraw was appointed. <br /> COUNCIL REPORT <br /> Councilmember Aplikowski said Ryder would be back to the <br /> Planning Commission since Council denied their rezoning. <br /> Because the issue was so disruptiye and the lack of due <br /> process, the Council decided to send it back to the Planning <br /> Commission for reyiew of the SUP. <br /> Mr. Rye asked if the Zoning Ordinance was amended with any <br />. goals as he suggested. <br /> Mr. Fritsinger said the Comprehensive Plan was amended to <br /> low density residential and the Zoning Ordinance was amended <br /> as recommended by staff. <br /> Mr. Rye said we need to be sure to tie the SUP and the <br /> conditions together. <br /> Mr. McGraw read the ordinance (6-17) about emission of <br /> fumes. The wording was already in the ordinance and Ryder <br /> needs to comply and conform with these regulations. He felt <br /> the need to limit the amount of busses, although, if tied to <br /> the original bus limit the City could subject itself to <br /> litigation. The unknown costs are high. If the City cleans <br /> up Ryder and makes them meet codes, the neighbors will be <br /> happy. They want something resolved from the fight they've <br /> started. <br /> Councilmember Aplikowski asked to keep in mind that Ryder <br /> was annexed to Arden Hills, and at that time no proyisions <br /> were made to prohibit their growth. Also, the neighborhood <br /> had grown to encroach onto the bus terminal. The compromise <br /> should be that we don't driye another business out of Arden <br /> Hills. <br />. Chair Winiecki felt the Planning Commission should attend <br /> the Land Use Planning seminars offered to them. <br />
