At its October 25 meeting, the City Oouncil tabled the request <br /> and directed the Planning Ccmnission to investigate options to improve <br /> the access situation in the area of the Roberts Developrent. <br /> I have enclosed a copy of the study originally canpleted by WehrnEn, <br /> Bergly Associates, Inc. in June of 1990. Being that this study was <br /> canpleted prior to my hire at Arden Hills, I thought it may be <br /> appropriate to begin the investigation with a review of this study. <br />. I understand the study was undertaken for a number of reasons; the <br /> number of requests for rezoning along Lexington Avenue was increasing; <br /> the Target Store developrent =curred across the street; and the study <br /> was an attempt to direct redeveloprent of the older uses in the area to <br /> insure carpatibility with the newer develq:xrent. <br /> It appears the main reason for the study was to plan for the <br /> redeveloprent of this area. While sore minor developrent has =cu=ed <br /> on the study area, no major redeveloprent has taken place or is <br /> proposed; however, traffic and access was addressed on pages 16-19 and <br /> 28-31 of the study. <br /> A number of options haye been and were discussed to improve the traffic <br /> circulation and access. These included; <br /> 1. Frontage Road <br /> 2. Alley <br /> 3. Stoplights <br /> 4. Medians <br /> As staff indicated at the time of the application, it had met with and <br /> discussed the future plans for Lexington Avenue with Ramsey County. The <br /> County indicated at sore point medians will be installed on Lexington. <br /> Along with the medians, other improvements oonsisting of the list above <br />. =wd assist in reducing sore of the traffic problems being experienced. <br />
