It is my <br /> understanding that all of the townhouse zoned (R-3) property within the City of Arden Hills <br /> SURVEYING is already developed. In other words, there are no vacant portions of property zoned R-3 <br /> which may be developed to a much higher density in the future. Based on this, it would be <br /> TRAFFIC my recommendation that if the City desires a reduction in the fee for the R-3 zoning, it be <br /> accomplished by adjusting the acreage rate by recalculating the density of the existing <br /> iRANsrC,HA~fON townhome developments. I would recommend against just prorating the charge based on <br /> actual density versus theoretical density multiplied by the current rate, because this may open . <br /> the City up to similar objections from commercial or industrial properties which are not <br /> developed to the highest density allowed by the statute. <br /> In order to recalculate the rate per acre for R-3 zoning, a couple of different options could <br /> be utilized. One would be to prorate the amount of impervious surface from the existing <br /> townhome developments versus a theoretical single family residential lot, thus comparing the <br /> single family rate to the townhome rate based on increased runoff. The second method <br /> would be to simply establish a ratio between the single family rate and the townhouse rate, <br /> 1326 En!!rgyPark Drive such as a I; I \4 or 1:!Ih times. Should you wish to use the first alternative, the <br /> SI. Poul, MN 551 08 Homeowners' Association has provided some information relative to impervious surface in <br /> 61 z.644.4389 their sub mittal to the City Council. Their submittal indicated they felt their development <br /> Fox: 61z.644.9446 contributed approximately 30% more runoff per acre than a single family home, using <br /> impervious surface as a basis.
