RECOMMENDATION TO APPROVE <br /> STREET AND STOP SIGN POLICY <br /> FROM THE PUBLIC WORkS/SAFETY COMMITTEE <br /> Mr. Winkel stated that the Public Works/Safety Committee <br /> drafted a street/stop sign policy for the Council to <br /> review. He introduced Dick Roessler, the Chairperson of <br /> the Public Works/Safety Committee. Mr. Roessler <br /> addressed the Council and outlined the contents of the <br /> proposed policy. A copy of the Committee's proposed <br /> policy was included in the Council packets. The policy <br /> would include the installation or the removal of a <br /> street/stop sign. <br /> Administrator Person noted that the Council had before <br /> them a draft copy of staff's recommended policy. It was <br /> noted that Item #I, "Conditions" , remains the same as the <br /> Committee had recommended. Under Item II, Procedures, <br /> various changes were made. The time frame for making a <br /> recommendation to Council was deleted and polling the <br /> affected residences/businesses was deleted. Item II, C <br /> was deleted in its entirety. <br /> Councilmember Hicks noted that polling is important, <br /> however, the public is invited to attend the Public <br />. Works/Safety Committee meetings at which time comments <br /> can be made. <br /> Councilmember Aplikowski stated that feedback from the <br /> residents is important, as well as, community <br /> notification. She further commented that there should be <br /> a time limit set for notifying the concerned party of the <br /> decision. <br /> (Mayor Sather arrived at 8:30 pm, and presided over the <br /> remainder of the meeting) . <br /> Administrator Person noted that this is a safety issue, <br /> and not to be based on popular support. Mr. Roessler was <br /> asked if the Committee would approve of removing the <br /> polling issue from the proposed policy. Mr. Roessler <br /> stated that would be acceptable. <br /> Councilmember Probst stated that polling ~s a cumbersome <br /> procedure, and perhaps the Committee members could poll <br /> the affected parties, and offer guidance to them. Mr. <br /> Roessler stated that this would be an appropriate <br /> procedure. <br />. <br />
