W .........4.6 . <br /> Saint Paul, MiMesota 55155 <br /> Dear Ted: <br /> I wrote to you more than a month ago urging you to adopt a solid financial plan to deal <br /> with the budget surplus which many of US fought SO hard to produce. - . <br /> I am deeply concerned that, at the halfway point of the legislative session, I have heard. <br /> . only an endless array of proposals to spend this money, but no comprehensive plan to _ . <br /> assure the taxpayers that they will not be paying for election year promises today with tax <br /> increases tomorrow. In fact, there is every indication that the DFL House budget <br /> proposal will leave the state v.ith a $672 million financial catastrophe in January of 1995 <br /> if you continue on this path, <br /> The House DFL budget spends nearly $700 million more than the supplementary budget <br /> I proposed on March 1. I can. only assume that this spending will be paid for with <br /> tax increases. As I have made clear earlier, the proposal on federal conformity, which is <br /> used to pay for much of this spending, contains a tax increase, pure and simple, of S7S <br /> million to be paid by Minnesota's senior citizens. <br /> Furthermore, the DFL budget makes $392 million in tax relief promises which cannot be <br /> kept wi~out either raising taxes after the election or making those promises "temporary." <br /> The taxpayer is justifi~d in being suspicious. <br /> - <br /> I also want to poiot out that the Legislature in its proposals fails to proVide real <br /> additional funding to schools. As you are well aware, restoring the property tax shift is <br /> merely a bookkeeping change which produces very few real dollars in new school <br /> funding. I ask you to give strong consideration to my proposal to dedicate an additional <br /> S180 million to K-12 edu~ation. <br /> . In sum..rnary. I will not si~n any legislation that creates another fiscal crisis and <br /> necessitates tax increasc:s, AgaiI\ I ask you to follow these requirements: <br /> · Keep the current $500 million budget reserve <br />
