Carlson today warned taxpayers that House DFLers are going on a spending <br /> spree that once again will pitch the state into a financial crisis. Governor Carlson and <br /> Commissioner of Finance John Gunyou said that House OFL spending plans not only drain the <br /> state's budget reserve but make spending commitments which can not be met next year, <br /> .. <br /> "The result is a 5672 million financial hole from which we will have to dig ourselves out of as <br /> we begin the next budget cycle in January 1995," Governor Carlson said. <br /> The House DFL budget plan overspends the Governor's supplemental budget by nearly 5700 <br /> million and, contrary to DFL claims, does contain a tax increase. - .. <br /> - . <br /> . "The DFL proposal on federal conformity contains a $75 million income tax increase on senior <br /> citizens. plain and simple," Governor Carlson said. <br /> The Governor also noted the disturbing election year trend of promising tax relief that can not <br /> he delivered. "You ha\e made $392 million in tax relief promises which cannot be kept without <br /> either raising taxes after the election or making those promises 'temporary,'" the Governor <br /> wrote in letter sent to all house members (see attached). "The taxpayer is justified in being <br /> suspicious." <br /> Governor Carlson re::erated his desire to place more funding in K-12 education and asked the <br /> Le2islature t() adoat h:s proposal for another $180 million in school funding. According to <br /> - ~. - <br /> Finance Corr.ml~siofler Gunyou, DFL proposals to restore the property tax shift are merely a <br /> hookkeeplng change WhlCh produce very few real dollars in new school funding. <br /> The Governor urged both bodies of the Legislature to adopt a long-range financial policy and <br /> avoid the election year tempwtions of spending promises. "I urge you to adopt discipline that <br /> does not throw thlS stJ.~e into a fiscal crisis once again," Governor Carlson said.
