Person, City Administrator .)-/ <br /> , <br /> DATE: March 28, 1994 <br /> ~: Status of HLmIan Rights Ccmnission <br /> The Human Rights Ccmnission was established by ordinance on May 27, 1968. <br /> This requires the Ccmnissions' establishment, and requires the Mayor's <br /> appointment of the Chahperson and members. ~ <br /> The duties include a merrorandum of agreement with the State Hunan Rights <br /> Department for the purpose of dete:rmining regulations and enforcement of <br /> covered. items, formulate a City human relations program, advisory to Council <br /> and other agencies, planning or operation in City departments, develop <br /> programs of forrral and infomal education to the City. <br /> The State Human Rights Department has advised that Statute (M.S. 363.14) <br /> allows for an ordinance or voluntary based carmission. There are many cities <br /> . who have both, or neither. Now that the State Department does not use the No <br /> Fault Settlement, which was a semi legal process, the Ccmnission has had fewer <br /> projects. <br /> There has been a thought to place the Carmission in a voluntary status, and <br /> they \<K)uld meet as needed. This \<K)uld provide flexibility to the Ccmnittee <br /> and allow it to vary its goals. The Carmittee would otherwise generally <br /> operate the same. <br /> DAP:rk <br /> . <br />
