I obtained this info:rmation after holding a discussion with . Kate Drewery at Rice Creek Watershed District. As you can see I Rice Creek Watershed District does review all of the following: Land Developnent Plans Final Site Drainage Plans StO:rrcMa.ter Management Plans Wetland Alteration Shoreland Alteration Grading/Erosion Control Plan . Public/Private Drainage Rough Grading Plan 'The review of site plans va:ry depending on the type and size of the proj ect (see info:rmation sheet.) In short I those issues identified by the Planning Ccmnission while reviewing the McClung Preliminary Plat are reviewed by Rice Creek Watershed District. The issue I however I is when the plan is reviewed. According to Ms. Drewe:ry, rrost carrrn..mities undertake a concept review stage where the City makes ccmnents and then sends the plan to Rice Creek Watershed District for review. Thus, when a formal preliminary plat application is sul:mitted rrost of the information identified in the McClung case would be attached. As Arden Hills does not have a fo:rmal concept review stage, it may be appropriate for staff to corrplete its review and then require the applicant to work with Rice Creek Watershed District prior to sul:mitting a fo:rmal application. The procedural requirement would be fairly sirrple to irrplement. The broader question raised at the last meeting was who should be responsible for review of the above. Ms. Drewery indicated that none of the local gove:rrmmts within the Rice Creek Watershed District have opted to take the responsibility to review the above.
