October 1993 <br /> The Rice Creek Watershed District encompasses 201 square miles of Anoka, Hennepin, Ramsey, and Washington \ <br /> Counties and was established by the Water Resources Board on January 18, 1972. The District boundary approximates <br /> the natural watershed area tributary to Rice Creek. Rules and Regulations were adopted by the Board of Managers on <br /> July 19, 1972. Additional policies of the District were added with the Board of Water and Soil Resources' approvals of <br /> the District's surface water management plans. The general policies outlined in these documents conform to those <br /> expressed in MS 103B and 103D. The District provides a legal and fmancial authority to regulate activities which have <br /> the potential to affect the water resources of the District. <br /> The District has adopted a permit program which requires property owners to obtain approval for the following: <br /> . . Land Development Plans (land subdivision) . Bridge and/or Culvert Construction <br /> . Final Site Drainage Plans . Wetland Alteration <br /> . Rough Grading Plans . Shoreland Alteration <br /> . Appropriation of Public Waters . Publi~ and Private Drainage <br /> Systems <br /> In addition. projects sponsored by governmental units must be reviewed by the Board of Managers. Preliminary plans <br /> should be submitted for government projects listed above and any road, trail, and utility construction. Permits are <br /> generally required of the contmctor hired to petform the work if the government project will significantly impact the <br /> water resources of the District. <br /> The Board of Managers meets regularly on the fourth Wednesday of each month to act on permit applications. Complete <br /> applications must be submitted thirteen (13) calendar days prior to the meeting date for consideration at the meeting.. <br /> Applicants must present all of the items below prior to consideration by the Board: <br /> . Completed permit application, signed by the land owner. <br /> . All necessary maps, plans, specifications, and calculations in triplicate. Additional information may be <br /> required by the District after the initial review. <br /> . A $60 fee ($10 administrative fee + $50 for two on-site inspections). Additional permit review fees will <br /> be charged to the applicant which reflects time spent on the permit review process. A refundable cash <br /> performance surety may also be required. Payment of all fees must be made prior to receiving a permit. <br /> .Note that proposed. projects involving filling or drainiDg of wetlands subject to the Wetlands <br /> Conservation Act of 1991 (WCA) wiD. feqUire a minimum of 60 days for final project approval due to <br /> . the public notice and comment period required by Jaw.
