This ordinance was sent to and <br /> reviewed by Arden Hills legal counsel. While Mr. Filla indicated over <br /> the phone the ordinance leaked okay, he has not yet responded in writing <br /> as requested. <br /> '!he canponents of this proposed amendrrent are as follows. <br /> t <br /> l. '!he current ordinance does not allOlrl peddlers, solicitors or <br /> transient merchants to undertake door to door sales unless - <br /> ~..r <br /> requested or invited to do so by the owner or occupant of a ..,~ ...:$-",-'- <br /> residence. 'Ibis proposed ordinance - \\OUld allOlrl door to door sales <br /> . as long as the individual or organization has registered with the - <br /> City. <br /> 2. Definitions - '!he ordinance has expanded to include peddler, <br /> solicitor and transient merchant. <br /> 3. Exemotions - Exemptions to the fees for sellers of fann and garden <br /> products, non-profit organizations, carmunityevents and <br /> school/ sport related organizations. Additional changes have been <br /> incorporated to this area which further address concems raised by ~ <br /> the City Council. <br /> 4.- Registration - 'Ibis is required for everyone except those exerrpted <br /> areas identified in Section 18-07. This ordinance also includes <br /> the ability of the City Council to establish by resolution an <br /> appropriate fee for conducting background checks. No specific <br /> arrount has :been reccmrended. <br /> 5. Hours of Operation - '!he hours pe:rmitted are fran 9:00 a.m. to <br /> 7:00 p.m., 7 days a week. <br /> 6. Miscellaneous - '!he applicant rm.lSt exhibit the permit to any <br /> resident who requests such permit. '!he ordinance would be <br /> administrati vel y approved and require a 3 day waiting pericd for <br /> the necessary background check to be carpleted.
