October 1993 <br /> The Rice Creek Walershed District encompasses 201 square miles of ARolca, Hennepin, Ramsey, and WashinglDn ~ <br /> Counties and was established by the Water Resources Board on January 18, 1972. The District boundary approximaleS <br /> the natural watershed area tributary to Rice Creek. Rules and Regulations were adopled by the Board of Managers on <br /> July 19, 1972. Additional policies of the District were added with the Board of Wale rand Soil Resources' approvals of <br /> the District's surface water management plans. The general policies outlined in these documents conform to those <br /> expressed in MS 103B and 103D. The District provides a legal and financial authorily lD regulate activities wbich bave <br /> the potential to affect the water resources of the Disttict. <br /> The District has adopled a permit program wbich requires property owners to obtain approval for the following: <br /> . , Land Development Plans (land subdivision) . Bridge and/or Culvert ConstnJction <br /> 0 Final Site Drainage Plans , Wetland Alteration <br /> 0 Rough Grading Plans . ShoreIand Alternlion <br /> 0 Appropriation of Public Walers , Public and Private Drainage <br /> Systems <br /> In addition, projects sponsored by governmental units must be reviewed by the Board of Managers. Preliminary plans <br /> should be submitled for government projects Iisled above and any road, trail. and utility construction. Permits are <br /> generally required of the contractor hired to peIfonn Llle work if Llle government project will significantly impact the <br /> waler resources of the District. <br /> The Board of Managers meets regularly on the fourth Wednesday of each month to act on permit applications. Complete <br /> applications must be submitled Lllineen (13) calendar days prior to the meeting date for consideration at the meeting.. <br /> Applicants must present all of the items below prior to consideration by the Board: <br /> , Completed pennit application, signed by the land owner. <br /> . All necessary maps, plans. specifications. and calculations in triplicate. Additional infonnation may be <br /> required by the District after the initial review. <br /> , A S60 fee (SIO administrative fee... S50 for two on.site inspections). Additional pennil review fees will <br /> be charged to Llle applicant which reflects time spent on Llle pennit review process. A refundable cash <br /> performance surety may also be required. Payment of all rees must be made prior to receiving a pennit. <br /> -Note that proposed projects involving filling 01' draining of wetlands subject to the Wetlands <br /> Cooservation Act of 1991 (WCA) will require a minimum of 60 days for final project appravaI due to <br /> . the public notice and comment period required by law.
