,
.
.Ii 3490 Lexington Avenue North
League of Minnesota Cities St. Paul, M.N' 55126-8044
~
May 19, 1994
To: Member cities - LMCIT small cities health plan
From: LMCIT Board of Trustees
Re: 1994-95 premium rates
The LMCIT Board of Trustees is very pleased to announce that
there will he no change in rates for the L~CIT ~~all cities
health program tor k9~~-95. In addition, we're also happy to
announce a new net.rtlrlt ...tieJ.on that will let cities reduce their
premium :3~~~,for the coming year. --
~
The LMCIT health plan has had an extraordinarily good year.
There have been relatively few large claims, and the total
amount of claims this year has been less than what we had
projected when we set rates a year ago. While health care costs
continue to increase faster than the general rate of inflation,
. we project that the current rates will cover the projected
increase in medical care costs over the coming year.
New network options
The Board is also happy to announce a lower-cost option for
health coverage that will be available to cities in many areas
of the state. By switching to a plan in which medical services
for enployees are provided primarily through a network of health
care providers, cities can reduce their premiums by 10%.
LMCIT has arranged to make two networks, Select Care and
PreferredOne, available to LMCIT members. Benefits under the
network option are identical with the standard small-cities
plan. But because the networks have negotiated fee discounts
with the providers, we expect the total cost of health care
through the networks to be less. This makes it possible for
LMCIT to charge a lower premium if the city enrolls in one of
J::he net'.rorks.
If the city enrolls in a network, the city's employees would
still have the option to obtain health care from doctors or
hospitals that are not part of the network. However, if the
individual does get health care from a provider who is not a
member of the network, the individual will have to pay a larger
. deductible and a higher co-pay percentage.
AS EQL'AL OPPORTl.~ITYI.-\FfIR~Lnr\"E ACTIO:->: DIPLOYER
,a~2 490.jovO 1.~'Z,.~1:).] 122::;:.;,: y,j':..:;- :;::;c,)c~.
