Who will be responsible <br />for storing, maintaining and checking out equip- <br />ment and/or editing facilities? <br /> <br />B. What are the requirements to be able to use' the <br />equipment? Must the individual be a city staff <br />person? Is there a minimum age limit to use the <br />equipment? (You may not want one, but be sure <br />parents or guardians are willing to assume <br />liability for damaged equipment.) Is any train- <br />ing required? If so, what kind and how much? <br /> <br />C. Who is liable if something is broken? What <br />happens if a police officer checks out the city's <br />camcorder, and it gets broken? will the police <br />department have to pay for repair or replacement? <br />Who decides how the repairs get done or whether <br />the equipment must be replaced? <br /> <br />D. Don't permit anyone but a video engineer to work <br />on or "tweak" equipment. We all have employees or . <br />volunteers who love to tinker, but they can do <br />more damage than good, especially with sensitive <br />electronic equipment. <br /> <br />E. Establish a procedure for notifying the appro- <br />priate staff about equipment problems. A simple <br />form will do. There's nothing more frustrating <br />than taking a camcorder into the field for a <br />shoot only to discover that it doesn't work, <br />unless it's finding out that the previous user had <br />the same problem two weeks ago. In addition, I <br />suggest a policy that requires the producer to <br />set up and turn on the equipment before leaving <br />the building, just to make sure tnat everything <br />works. <br /> <br />IV. Establish a videotape duplication (dub) policy. Does a <br />dub request have to go through the city manager or <br />administrator? It may not matter for most programs, <br />but you may want to at least notify the manager or the <br />city clerk of requests for dubs of city councilor <br />other public meetings. Just as you can charge for <br />photocopies, you can also charge for dubs. Again, at <br />the very least, I would require the person requesting <br />the dub to bring in his/her own videotape. <br />. <br />
