Case #94-07, Arden Manor Mobile Home Park - Amend <br /> Special Use Permit #75-6, 4605 Prior Avenue North. <br /> Fritsinger indicated that the Arden Manor Mobile Home <br /> Park request to amend the existing special use permit for <br /> the purpose of removing the swimming pool has been <br /> reviewed by the Planning commission. The Commission <br /> recommended denial of the application and indicated that <br /> the swimming pool was not identified as a part of the <br /> park dedication itself. A 10% park dedication would <br /> normally have equalled approximately six acres. Three <br /> and one half acres is the actual use in the mobile home <br /> park for the purpose of parks. Section 14-59 of the <br /> Arden Hills Municipal Code addresses recreational areas <br /> in mobile home parks. The City Attorney has clarified <br /> that as long as the pool is required as part of the SUP, <br /> the swimming pool must be maintained for tenants' use. <br /> He added that ordinance number 14-59 does not require <br /> swimming pools. The city does have the ability to amend <br /> the SUP to remove the swimming pool requirement. The <br /> Planning Commission recommends denial of the application <br /> to amend the SUP and remove the pool requirement. <br /> Councilmember Probst asked why the swimming pool is or is <br /> not maintained and who maintains it. Fritsinger indicated <br /> the mobile home park is required to maintain the pool per <br /> . Section 14-59 of the Municipal Code. Probst asked for <br /> total park acreage. Fritsinger answered that there are <br /> approximately 60-65 acres in the Park, so the 10% park <br /> requirement would be 6-6.5 acres. In reality there are <br /> approximately 3.5 acres dedicated for park purposes. <br /> Hicks indicated that the pool is part of the SUP approval <br /> and the park portion is maintained by the City, with the <br /> pool being maintained by the owner. Residents at the <br /> hearing indicated that the pool is in usable condition, <br /> if there is not a drainage issue. <br /> Aplikowski indicated at the time the pool was built a <br /> pool was considered an important part of the amenities <br /> for a mobile home. However, in her experience, insurance <br /> costs have escalated the cost of the pool. Most <br /> businesses have not continued the pool. She stated she <br /> believes that if the residents want this pool that they <br /> should want to work with the park owners to resolve this <br /> issue. <br /> Hicks asked if there is any requirement that the City <br /> maintain the pool rather than the Park. Fritsinger <br /> indicated that there are no minutes that refer to how and <br /> why this pool was put in. The City does not specifically <br /> require a pool but that it was offered as part of the <br /> . SUP. <br /> 9 <br />
