Members of MACfA's Legislative Committee successfully lobbied <br /> against proposed legislation submitted by the telephone industry which would have allowed phone companies <br /> to provide voice. video and data services and develop new electronic information systems with liule. if any. <br /> state involvement - and no local regulation. The efforts of the Legislative Committee. coupled with the rapid <br /> advancement of telecommunications technology, has convinced the MACfA Board of Directors that it must <br /> take a pro-active role and initiate efforts in the 1995 state legislature to protect local public access, <br /> programming and regulatory authority. The Board believes that.MACfA must act now to ensure that any <br /> state regulatory scheme will adequately protects local interests and afford municipalities a voice in the <br /> delivery of information services. <br /> To encourage discussion among its members and debate of the appropriate governmental role in regulation of <br /> new and expanded information technology. the MACfA Board of Directors commissioned Thomas D. <br /> Creighton of Bernick & Lifson to draft a Communications White Paper. A copy of this draft is enclosed. <br /> Please review it. and take the opportunity to consider the important issues it raises. Please bear in mind that <br /> . the ideas and concepts articulated in the Communications White Paper have not been officially adopted by <br /> MACfA and do not necessarily represent MACfA's position on these issues. <br /> I encourage you to reproduce this paper and provide copies to elected and appointed officials within your <br /> jurisdiction, such as city managezs, administrators, library directors. community and economic development <br /> officials. so that divezse viewpoints can be brought back to MACfA and used to draft revisions to existing <br /> state legislation. <br /> An Advisory Committee has been appointed to further study the issues identified in the Communications <br /> White Paper. This Committee will review all comments received and report back to the MACfA Board of <br /> Directors with recommendations and proposed legislation. Your comments and input are encouraged and <br /> welcomed.
