. CITY OF ARDEN HIIUl
MEMJRANDtIM
DATE: June 24, 1994
TO: Dorothy Person, City Administrator
FRCM: Dan Winkel, Public W:lrks SUperint:eDdent ~u/.
SUBJECT: Arden Manor Mobile Halle Park Water CoonectiOl1
Today, I had a discussion with Mr. Bassam Banat, fran the Minnesota
Department of Health, regarding a stand-by water connection for the
Arden Manor Mj)ile Heme Parlc Mr. Banat stated the Department of
Health ~d not be opposed to a stand-by connection; in fact, he is
very supportive of the idea. TIle =ss connection between two water
systems ~d not be an issue as long as the private well is not
operating at the sarre time the City system is tw:ned on to the park.
Health Department standards would clearly be violated if both systems
were on at the sarre ti.rre.
. Mr. Banat has worked with the park in the past regarding the
=ntaminated well issue and is very aware of the water needs of the
pari;: . Any plans and specifications for a water cormection project
will need to be reviewed by the Department of Health, Mr. Banat has
previously =tacted the owner of the park and advised him to search
for an alternate water source as s=n as possible. TIle back-up well
in the park cannot be used to supply potable water to the park
residents.
~'
With Council approval, I would recamend staff advise the Arden Manor
Park owner to have plans and specifications prepared for the stand-by
water connection. All plans and specifications shall be reviewed by
staff prior to approval for the work to begin. TIle Minnesota
Department of Health will also review plans for the project.
A secarl alternative, if Council so chooses, is to have the =nsu1ting
engineers for Arden Hills prepare plans and specifications to be paid
in full by the l'bbile Heme Park, Greg Stonehouse, fran M.S.A, has
estimated the cost of the stand-by connection to be approximately
$4,400.
. r::w: to
