Person, City JIorlmini strat= FRCM: Kim ~-Sykes ~ StJB.JECl' : Candidate fi1iIlg dates In dete:r:mining when the dates for candidate filiIlg 'Nere, I looked at the Minnesota Rrlllot Bulletin, published by the Secretary of State, Elections Division, which has an elections calendar printed on the back. TIlat calendar says "July 5 First day to file affidavits of candidacy for offices to be naninated at the September 13 primary." 'Ibis was the only filing date given for anyone wishing to be a candidate in an election. The calendar goes through September 15 and does not note another filing date in August or September. (See attached) . I also attended the trai.ning session offered by the State at St. Cloud. They also =ntinued to talk al:out the filing dates of July 5 - 19. When . SCXlE'ale asked if this was also true for th:lse cities not havi.n3" a primary, the response did not ever fully answer the question; and they never mentioned another filing date. In retrospect, I slDuld have pushed for rrore definite info:z:mation regarding the filing dates. Because I was a:nfuse:i ab:ut the filing dates and the SepterrtJer prinaries, I called Renee Coffey at the Secretary of State's office, Election Division. On M:mday, June 27, I talked with her and specifically said that Arden Hills was not having a prirra:ty electicn, rot wanted info:z:mation :regarding the candidates affidavits for filiIlg. Ms. Coffey said that we had to have primaries because of the State elections. I then told her that was one of my questions, as I wasn't sure if the City's precincts 'Nere to open for the September primaries if they 'Nere only participating in the General Elections. I then asked her al:out the affidavits for carrlidate filing. She asked me heM many I needed and when I said perhaps 25, she said, "If you have 25 pecple file, then you will need to have a primny." I rem=mber then discussing with her the need to have these affidavits before "'II.Jesday's filing date." At that p:>int she said that I could get the affidavits frcm Ramsey County, rot since I had called, she would send them and I should have them in time. I did receive them on 'Ibursday, June 30. I told J:brothy the inforrration that I had l::een given by Ms. Coffey and she said that she thought the filing dates 'Nere later in the surrrrer. She asked me to check with another city. I did and the clerk said the filing . dates were July 5 - 19.
