<br /> City elections are governed by the provisions of Minnesota
<br /> Statute Chapter 205. The City Council has the discretion to adopt
<br /> a resolution which establishes a primary election system (M.S.
<br /> 205.065, Subd. 2). However, it is my understanding that this type
<br /> of resolution has not been approved by the City Council and that
<br /> everyone who files for election within the City of Arden Hills has
<br /> . their name placed on the ballot for the general election.
<br /> If a oity does not have a primary election system, the
<br /> Affidavits of Candidacy must be filed not more than ten weeks nor
<br /> less than eight weeks before the municipal general election (M.S.
<br /> 205.13, Bubd. 1) . A notice stating the first and last days on
<br /> which to file Affidavits of Candidacy must be published at least
<br /> two weeks before the first day for the filing of an Affidavit of
<br /> Candidacy and must be posted at least ten days before the first day
<br /> for the filing of an Affidavit of Candidacy (M.S. 205.13, Subd. 2).
<br /> AS all of this relates to 1994, the notice should be published
<br /> no later than August 16th and should be posted no later than August
<br /> 20th. The filing periOd would be open from August 30th through
<br /> September 13th. Candidates should not be allowed to file before
<br /> August 30, 1994.
<br /> The Minnesota Ballot Bulletin which oontained the 1994
<br /> Municipal Election Calendar applied to :those cities that have
<br /> chosen to conduct primary elections. Therefore, those dates are
<br /> not applicable to the City of Arden Hills,
