Genera 1 <br /> a) Assessment Rate <br /> The assessment rate for any special assessment district is <br /> computed by dividing the total assessable costs of such <br /> improvement by the total number of assessment units. such as <br /> dividing the total cost of a water lateral project by the total <br /> adjusted front footage of property benefited by that project. <br /> , b) Assessable Costs <br /> The assessable cost of an improvement shall be defined as those <br /> costs which in the opinion of the City Council are attributable to <br /> the need for service in the area served by the improvement. <br /> , <br /> Assessments shall be based on estimated costs. All footages are <br /> :. computed to the nearest hundredth of a foot.
