JULY 25, 1994 15 <br /> Mayor Probst asked what the percentage roads are on the MSA system. <br /> Winkel stated that until this new bill, there were approximately 2,500 miles of road in the <br /> state, MNIDOT decides how much mileage can be put on the MSA system. He stated that <br /> if his calculations are correct, the City can add two more miles of street to MSA in addition <br /> to the County tumback streets which could be up to four or five more miles. Staff will bring <br /> a proposal to the Council, <br /> Mayor Probst asked who would do the engineering on reconstruction. <br /> Winkel stated that City engineering staff is working on County Road F which is included in <br /> the costs. Also, the County could schedule Stowe Avenue to be completed within three or <br /> four weeks. The County does not believe there are MY drainage issues on the east portion of <br /> Stowe Avenue. <br /> Mayor Probst stated that his concern is that he knows the County is also anxious to move <br /> Highway 96 forward in 1995, which will require a significant contribution from the City, <br /> easily 5500,000. The City must act cautiously so as not to deplete MSA funds. He <br /> encouraged staff to move forward with turnback issues as rapidly as possible, as this is an <br />. opportunity to get some work done and put the City in the best position possible for County <br /> Road F and Stowe Avenue. He requested identification of MSA mileage and what will be <br /> permitted. Those funds can be used for roadways Md other improvements related to <br /> roadways. The Council may want to consider other road improvements, trails and other <br /> kinds of amenities. <br /> Winkel stated that the City's balMce is approximately $350,000 in the construction fund plus <br /> anticipation of $150,000 next year, which will bring the City's MSA balance to $500,000 in <br /> the next several years. <br /> Mayor Probst noted that the City needs to identify funds for County Road F. If Stowe <br /> A venue has cold recycling work done, the life of the street would be 15 years. As a matter <br /> of policy, reconstruction should include curb and gutters to upgrade the road for long-term <br /> value to the community. If reconstruction is done, the City's contribution would come out of <br /> pavement management funds or MSA, and there are limited dollars in both funds. <br /> Hicks . suggested letting the County do the cold recycling work which would delay MY cost to <br /> the City or assessments to residents for at least 12 years rather thM the City incurring <br /> County reconstruction, a portion of which would be assessed. Financially, it makes sense to <br /> let the County do the cold recycling replacement this year and face other problems in the <br /> future if residents are in agreement. <br />. Aplikowski stated that many people do not wanl curbs and gutters because they change the <br /> whole flavor of the street. She agreed with Counci1member Hicks and stated that if the only <br /> reaSon for reconstruction is to put in curbs Md gutters, she would not support it. <br />-. <br />
