CITY a~LL COMMITTEE INFO&~TION <br /> II PURPOSE OF COMMITTEE <br /> The Arden Hills City Council has authorized organization of a Citizens Committee <br /> . to study the feasibility of constructing a ney City Hall facility and to make a <br /> recommendation on issues which surface in relation to the facility. The study <br /> will consist of reviewing exis~ing facilities. identifying future needs of the <br /> . community and the potential for a community center facility to serVe those needs, <br /> possible site locations, financing alternatives and architectal design concepts, <br /> only to name a fey. The t~o main issue~ identified at this time are; what space <br /> is needed to improve the ope~ations and working conditions of City government and <br /> . are there any ocher community needs that should be addressed in connection with a <br /> ney City Hall facility. Council and staff are looking foyard to working with <br /> committee members to provide direction, informational resources, and <br /> . encouragement. <br /> BACKGROUND OF EXISTING FACILITIES <br /> . Study of the existing City Hall facility was last undertaken by Council in 1977 <br /> at: which time the firm of Wehrman> Chapman Associates, Inc. prepared a <br /> Preliminary Report/Site Evaluation on this same matter. The study is on file at <br /> . vur offices for Committee review at a future meeting. <br /> PUBLIC WOfu~S BUILDING: The existing building is a 66 ft. by 72 ft. and provides <br /> .. ~J752 square feet of space: 4,080 sq. ft. for vehicle and equipment storage and <br /> 672 sq. ft. for supportive functions (office, lunchroomJ utility rooms). Based on <br /> the 1977 study and the level of usage 4t that time, a space deficiency of 1,188 <br /> . sq. ft. was identified. <br /> determined to be the least deficient in 1977, <br /> CI'!:Y HALL: This facility ,was <br /> howe,rer, the assessment noted the space for public meetings was' minimal, the <br /> . offices of the Park Department were crowded and inconvenient, and storage space <br /> was inadequate. At that time che City ".?I)lic.e Department was eliminated, which <br /> added some space co satisfy immediate needs. The 1977 study identified a 20% <br /> . deficiency in space for the facility. The City Hall contains approximately 2,700 <br /> sq. ft. and the 1977 study projected a need for an addtional 550 sq. ft. <br /> . The 1977 study estimated the population at 6,250 people and projected an 80% <br /> increase in populacion based on antici~ated growth and, using the 807. factor, <br /> projected the following estimated futu~e space needs: <br /> . 1. Public Works/Parks & Recreation Facility: 7,090 sq. ft. x 1807. = 12,762 sq.ft. <br /> 2. City Hall: 3,250 sq. <- x 1807. = 5,850 sq. ft. <br /> ". <br /> . <br /> Council and staff have discussed che major areas of inadequacy and general <br /> . de\:erioration of t.~e existing facilities. Last year estimates were received for <br /> repair or the exterior s~ructural deterioration and it was determined the funds <br /> .. would be spent on a e~ergency repair basis only based on the formation of the <br /> Cornmittee to study a new facility. <br /> During the tour, scaff will point out inadequacies of the cur~ent facility and <br /> exterior de~erioration. Staff will also be prepared to discuss their concerns <br /> . regarding departmental needs on a preliminary level. <br />
